    Compliance Specialist

    As part of the Lycoming and greater Textron Systems Legal Department, you will be part of a dedicated and diverse team of in-house attorneys and professionals. In this position, you will report to Textron System’s Ethics and Compliance manager and work in conjunction with the Global Trade Compliance teams.  The Compliance Specialist will be based in Williamsport, Pennsylvania (100% in office) and will play a key role in building and driving our Ethics, Compliance, and Global Trade programs by managing strategic and operational initiatives.  

    The position primarily supports Lycoming’s ethics and compliance activities across a broad range of topics including anti-bribery & corruption risk management, Ethics investigations, and compliance program efforts and may have overlap into the larger Textron Systems E&C Program deliverables. Will proactively support all export and import compliance matters for Lycoming. S/he will interact with employees at all levels and will work both independently and with other members of the business and members of the Legal, Contracts and Compliance staff on a variety of interesting international trade compliance matters. The successful candidate must be approachable, vocal, solution focused, and proactive.  This position requires a candidate with a broad range of compliance skills to be applied both domestically and internationally.  Candidates with experience in aviation or cross-border international business is preferred.

     Global Trade Compliance Responsibilities 

    Interface with Export and Import Analyst on Customs Brokers and covered business partner matters

    ·       Direct U.S. imports for repair parts using TIB and HTS chapter 98 to the Import Analyst

    • Provide a full range of proactive export/import compliance guidance to program management, contracts, procurement, business development, shipping, security and other functional areas within the Company
    • Determine the applicability of International Traffic in Arms Regulations (ITAR) exemptions, ECCNs and use of Commerce exceptions
    • Review and approve Foreign Visit Notifications and conduct restricted party screenings

    1. Direct technical publications staff. Develop goals, objectives, and prioritize workload. Make decisions to hire or terminate, train in methods and procedures, counsel employees and make other personnel decisions as required.
    2. Direct and coordinate technical manual editing, composition, production and delivery in accordance with applicable specifications, standards, and other requirements.
    3. Put technical information into easily understandable language.

    8. Work closely with FAA Aircraft Certification Office on approval of publications. Assist the FAA-ACO with any other publication questions regarding legacy publications or from other FAA-ACO offices or international government agencies. Address and prioritize revision requests.
    9. Oversee the sustaining and enhancement of Technical Publications publishing software. Recommend changes on acquisition of new software applications, as required, to maintain the department’s competitive position in the marketplace.

    Position Requirements:

     

    • 5 years supervisory related experience preferred. 
    • Ability to read and interpret engineering design drawings (e.g. electrical schematics, assembly drawings, wire lists, parts lists or bills of materials, etc.)
